The only reason beast mastery rangers appear 'very weak, easy to kill, and slow' is because people are foolish enough to take Charm Animal and not put any points in Beastmastery.
Try saying that a pet is weak, easy to kill and slow when its master has 16 BM and its Call of Hasted and alternating between Ferocious Striking for Energy and using Disrupting Lunge and Bestial Pounce. All the pet skills are less expensive than their markmanship counterparts and carry a significant damage bonus.
As for rare builds, you don't see many Hydromancers, or Mo/Rs that actually use Ranger skills effectively.

I played with a BM once. His bear died fewer times than the other tank in the group which was maybe once or twice. And we were down there for a good few hours.
As far as a Mo/R goes, that would interesting in PvP. Imagine the warrior running up to your monk just to hit all those wonderful traps you laid down ahead of time, followed by your air spiker or nuker to finish them off. Meanwhile your warriors are beating down on the monks and are too busy healing themselves to realize that you've killed their tanks! There are probably other applications but I think that would be rather neat.

Agreed, beastmaster work. I'm not sure how they stack up against another character as I haven't used mine very much.
Most underused character I'd say would be non warrior melee characters There's usually a good reason for this but I've seen some successfull ones.

Probably E/W, for the simple reason that it appears be the worst possible class combination.
I'd like to think that it's viable, but I've yet to see anybody do anything interesting with it except Balanced Stance or Dolyak Signet for immunity to knockdown.

Mo/R might work well with Melandru's Resilience and Draw Conditions.
I see tons of casters in the Arena who use melee weapons.
Least used would have to be Beastmastery Rangers.

All the /W combinations can work in theory, but for most caster primaries the paper armor is sort of prohibitive. There are plenty of combos that can benefit from melee weapons; a N/W with dark aura, touch of agony, and vampiric touch adding dismember and plague touches to the offensive lineup. A Me/W with IW and blackout to chase casters around. An earth E/W using pbaoe fire or earth spells, perhaps with a hammer for weakness/knockdown, and conjures. A Mo/W with bonetti's defense and balanced stance. You don't see many of these, barring Mo/W, probably because their weaker armor is taken advantage of and tactics gives no defense against elemental attacks.
Pet rangers are waiting for their time to shine. I've been in all-ranger-with-pet tombs PuG's that could win, even when most of the players were amateurs. I do think pets are underappreciated, but the AI is still kind of prohibitive. My pet got stuck in mineral springs today and never got unstuck; it just stopped moving and never started again. There wasn't even any obstruction nearby. Never happened in PvP, but I have seen my pet stuck on minor obstructions and bodyblocked by a single person, and it's annoying as hell. However, if you're careful, you can avoid most snags by positioning yourself with a clear path to the target.

In Pvp, Its all about Air, but to counter Air, Geomancers and Hydromancers. For a Geomancer, Since those Aeromancers are wearing all Aeromancer stuff, giving you the advantage of them taking the full effect of your Geomancing. For Hydromancers, use Maelstrom (-To distrupt obviously-) and Ward Against Harm (-Incase they get smart and walk out of it-) To keep them in your Maelstrom, use a Deep Freeze before you cast it, or if you already have cast Maelstrom, use Shard Storm or Ice Spikes to quickly slow them. Though, a pre-made Ice Blight doesn't count as a Hydromancer.

Because strength doesn't work on bows.
And beast mastery does do quite well, but for the fact that you can kill the ranger behind the pet, and it's pretty much over.
